Thales/Gemalto CR5400 Id Reader Driver Installation Guide on Windows ARM Devices:

The device uses WinUSB Device driver. It needs to be installed manually on Windows ARM devices.

Plug CR5400 Reader into USB port on the Windows ARM device.
Open Device Manager. Expand Other Devices. If it is the first time the reader being plugged into the Windows ARM device, "CR5400 Document Reader" will be listed here. (If "CR5400 Document Reader" is listed under Universal Serial Devices, please verify that the driver is WinUSB. )
Right click "CR5400 Document Reader" and select 'Update Driver".
On the next screen, select "Browse my computer for driver".
On the next screen, select "Let me pick from....".
On the next screen, select "Universal Serial Bus Devices" from the list and click "Next" button.
On the next screen, select "WinUSB Devices" from the left list and then select "WinUSB Device" from the right list.
Dismiss the "Update Driver Warning" popup by clicking on "Yes". The WinUSB driver will be installed.
